Homeless Services

HOAP, the Homeless Outreach and Advocacy Project, is a place of safety and support for adults experiencing homelessness and has been in operation since 1986. HOAP’s Day Center provides a hand up by giving homeless individuals the resources, support and skills they need to transition to stable and healthier lifestyles. Support Service Hours:

  • HOAP Day Center: Monday through Friday 9:00 a.m. to 1:00 p.m. 
  • Women & Nonbinary Day Hours: Friday 9:00 a.m. through 1:00 p.m.
  • Brunch: Served at 10:30 a.m.
  • Medical Clinic Drop-in
    • Monday* – 8:30am-11:30am
    • Wednesday – 8:30am-11:30am
      • *Note: Monday clinics vary based on provider availability, so please call ahead
  • Shower Sign-up: 9:00 a.m. – 1:00 p.m. (first come, first served)
  • Laundry: 9:00 a.m. – 1:00 p.m. (first come, first served)


The building is closed daily from 1:00 p.m. to 2:00 p.m.

The hours of 2:00pm to 4:00pm are available for Window Services (mail, hygiene items, bathrooms, etc.) and appointments only. Please call 503.588.5827 to arrange an appointment time to meet with staff for support.

Medical Services at HOAP


A medical team from West Salem Clinic visits HOAP throughout the month. They offer basic health check-ups, help people sign up for Oregon Health Plan (OHP), treat health problems, and give referrals to other services.

  • Drop-in Medical Clinic for Women & Nonbinary Patients: 1st and 2nd Mondays, 8:30 AM – 11:30 AM
  • Drop-in Medical Clinic: 1st, 2nd, 3rd, & 4th Wednesday, 8:30 AM – 11:30 AM

Extra days might be added during the month when possible.

Medical Bus at HOAP

Any houseless individual can get FREE transportation to the West Salem Clinic for FREE medical & dental care.

We know that getting to the clinic can be difficult for our guests. If you are a HOAP guest and you need medical or dental care, simply inform our staff. We can assist you in scheduling your appointment and organizing a ride with the HOAP Bus Run. Our goal is to ensure that you receive the necessary care in a way that is convenient for you.

The medical bus picks up at HOAP on Tuesdays, Thursdays & Fridays. The bus departs at 9:00 a.m. and picks up at the following sites:

Pick Up Locations & Times

We encourage you to inform the staff at these sites if you’re in need of Medical or Dental Care. The medical bus is here to assist you and will make stops at these locations upon request. Additionally, NWHS is open to exploring alternative pick-up locations, tailored to individual needs. HOAP Outreach

NWHS is dedicated to providing compassionate and coordinated care. Because we operate both medical clinics and homeless service provider sites, our teams can join forces to conduct outreach to homeless camps offering not only hygiene items, food supplies, and connections to resources, but also on the spot nurse consults and access to healthcare.

If you see someone experiencing homelessness who needs help or who seems to be struggling with their physical and/or mental health, or if you see a camp in the Salem area, you can contact our team via our Outreach Request Form and alerting us as to any specific concerns you may have.
