Homeless Services

HOAP, the Homeless Outreach and Advocacy Project, is a place of safety and support for adults experiencing homelessness and has been in operation since 1986. HOAP’s Day Center provides a hand up by giving homeless individuals the resources, support and skills they need to transition to stable and healthier lifestyles. Support Service Hours:

  • HOAP Day Center: Monday through Friday 9:00 a.m. to 1:00 p.m. 
  • Women & Nonbinary Day Hours: Friday 9:00 a.m. through 1:00 p.m.
  • Brunch: Served at 10:30 a.m.
  • Medical Clinic Drop-in
    • Monday – 8:30am-11:30am
    • Wednesday – 8:30am-11:30am
  • Shower Sign-up: 9:00 a.m. – 1:00 p.m. (first come, first served)
  • Laundry: 9:00 a.m. – 1:00 p.m. (first come, first served)

The building is closed daily from 1:00 p.m. to 2:00 p.m.

The hours of 2:00pm to 4:00pm are available for Window Services (mail, hygiene items, bathrooms, etc.) and appointments only. Please call 503.588.5827 to arrange an appointment time to meet with staff for support.

Medical Services at HOAP


A medical team from West Salem Clinic visits HOAP throughout the month. They offer basic health check-ups, help people sign up for Oregon Health Plan (OHP), treat health problems, and give referrals to other services.

  • Drop-in Medical Clinic Mondays: 8:30 AM – 11:30 AM
  • Drop-in Medical Clinic Wednesday: 8:30 AM – 11:30 AM

Free Rides to West Salem Clinic for Medical & Dental Care:
We understand that getting to the clinic can be difficult. If you’re a HOAP guest and need medical or dental care, just let our staff know. We’ll help you set up an appointment and arrange a ride on the HOAP Medical Bus. Our goal is to make sure you get the care you need in the easiest way possible.

The staff at the pickup sites can help you arrange transportation. The medical bus can pick you up if you ask, and NWHS can also help with pickups from other locations if needed. For easy scheduling, call us at 1.503.581.5535 or 1.800.560.5535.

The medical bus picks up at HOAP on Tuesdays, Thursdays & Fridays.

Outreach Team

Do You Have Concerns About Someone Who Needs Support?


If you’re worried about someone experiencing homelessness in Marion, or Polk County, we’re here to help. Our Outreach Team, which includes social services and medical staff, will reach out to assess their health needs and provide support.

We offer hygiene items, food, resources, information, referrals, and even on-site nurse consultations. If you see someone struggling with their health or well-being, simply submit the Outreach Request Form on our Mid-Valley Resources page.

Our team is ready to meet individuals where they are and provide compassionate care.
